How do you apply for DVS when a vehicle is fitted with GSR2 equipment?

GSR2 is the EU equivalent of Transport for London’s (TfL) Direct Vision Scheme (DVS). UNECE Regulations 151 and 159, which cover the BSIS (Blind Spot Information System) and MOIS (Moving Off Information System) but with slightly different parameters. This equipment will be a requirement and fitted as standard by manufacturers on all new vehicle designs (new models of trucks) from 2026 and ALL new vehicles from 2029 across Europe.

In order to successfully obtain the DVS permit the fleet operator will need to obtain a sensor functionality statement from the vehicle manufacturer that specifies that the GSR2 systems are fitted in compliance with the UNECE Regulations 151 and 159.

The statement should:

  • Confirm the vehicle registration mark (VRM) matching the application, or VIN
  • Confirm that the BSIS and MOIS are fully functional, effective and are compliant with UNECE Regulations 151 and 159
  • Be on headed paper, contain company branding, or be from a recognised company email address
  • Contain the name, postal address and/or email address and/or contact details of the fitter or manufacturer.

If the statement contains VIN and not VRM, the application must be supported with either a copy of the vehicle’s registration document or a DVLA / .gov.uk print-out with a VIN matching the Sensor Functionality Statement and the VRM matching the application.

It is important to ensure that the vehicle has the following systems fitted in addition to the GSR2 equipment to ensure it is compliant with DVS:

  • Class V and VI mirrors
  • Side under run protection
  • Audible turn alert
  • Warning Signage
